
The Trump administration implemented significant changes to the naturalization application process, many of which were targeted at low income or disabled applicants. These changes included extreme vetting of the applicant’s lawful permanent resident status, expansion of the civics test questions and a new Form N-648 disability waiver that imposes more stringent criteria for granting the testing exemption. It is unclear if and when the new administration will rescind these changes, so practitioners must be prepared to face additional questions on the N-648 form, a more difficult civics test and closer scrutiny of their clients’ underlying permanent resident status.
